Midlothian council to submit bid for UK town of culture 2028

Dalkeith has been selected at the full Council meeting as the council's bid for the UK Town of Culture 2028 competition.

Expression of interest

The council is to submit an Expression of Interest (EOI) for the UK Town of Culture - a new national cultural competition launched by the UK Government in January 2026 to celebrate, invest in and showcase the cultural identity and potential of towns across the country. This builds on the success of the UK City of Culture model.

Penicuik

Midlothian councillors will also support a separate community‑led application for the Penicuik area. Both bids will be equally supported by the council.

Programme aim

The Town of Culture programme aims to empower towns to deliver bold, place‑based cultural activity that strengthens communities, drives regeneration and creates long-term social and economic impact.

Funding

There is no financial commitment required from the council at this stage. Successful EOI applicants will receive up to £60,000 to develop their full bid.

Why Dalkeith?

Dalkeith has been identified for the council's submission due to its:

  • Distinct civic identity and historic town centre
  • Major heritage assets including Dalkeith Palace, Country Park and the town museum
  • Strong transport links and existing regeneration plans
  • Established community networks and infrastructure

Theme

The proposed theme, “Meeting Points”, reflects Dalkeith’s history as a place where people, routes and stories converge.

Strategic Opportunity

Culture would act as a catalyst for wider place-based transformation, aligned to the Midlothian Tourism Strategy 2026–2030 and other key priorities.

A Town of Culture bid would support:

  • Town centre regeneration
  • Inclusive economic growth
  • Creative skills and youth pathways
  • Increased footfall and business resilience
  • Stronger community pride and participation

Next Steps

If shortlisted, the £60k development grant will fund community engagement, programme design, governance planning, feasibility work and financial modelling. A further report will be brought to council before submitting a full application.
