This survey is now closed. We wanted to hear your views on our plans for our council headquarters in Dalkeith, Midlothian House. -
Outcome
When an application for planning permission is submitted it will be accompanied by a Design and Access Statement. This document will include a public consultation section which will summarise all the feedback received and how this has influenced the final proposals.

Summary
Repair work needs to be carried out on Midlothian House.
This is an opportunity to make our buildings more affordable by investing in those we want to keep and finding new uses for those no longer needed because of changes to work patterns post Covid or they are in a poor condition.
It also offers the chance to move Dalkeith Library and Arts Centre into the ground floor of Midlothian House and to create a new customer service hub. -

There is an urgent need to address the continued deterioration of Midlothian House’s external fabric. Scaffolding has been erected for public protection, but this is an ongoing cost creating a significant drain on capital resources.
Town centre regeneration
The work on Midlothian House will support and integrate with the delivery of the regeneration of Dalkeith Town Centre in line with the Regeneration Development Framework. The Library and Arts Centre and other services will be relocated into Midlothian House.
Centralising services
The consolidation of the council’s estate to a centralised hub in Midlothian House allows the creation of a One Stop Shop for council services that will include a relocated library and arts centre. This will create a high-quality environment for council service users in the heart of Dalkeith, based in a large welcoming open plan space with publicly accessible meeting rooms and work spaces. The new library space will have the same amount of shelf space for books as the existing Dalkeith Library.
Best financial option
The cost of the work is largely covered by savings made from closing other council buildings and making Midlothian House more energy efficient.

If a planning application is submitted to Midlothian Council in its capacity as Planning Authority, normal neighbour notification and publicity will be undertaken at that time and you will have the opportunity to make formal representations regarding the proposal.
