ASN school transport
Midlothian Council helps pupils get to school safely and on time. Free or supported transport is available based on distance, safe walking routes, and individual needs.
Where a child or young person’s additional support needs prevent them from using mainstream school transport, Midlothian Council may provide alternative transport arrangements.
Each case is assessed individually, taking into account the pupil’s support plans, such as an Individual Education Plan (IEP), Coordinated Support Plan (CSP), or Midlothian Learners Plan. Health, safety, and wellbeing requirements are carefully considered.
Transport assistance is a collaborative process that relies on effective communication between parents, schools, and relevant professionals. By working together, we aim to provide safe, reliable, and suitable transport that meets each pupil’s needs while promoting independence wherever possible.
Midlothian Council provides transport for over 330 pupils, using a range of vehicles including minibuses, taxis, and private hire cars for children with Additional Support Needs.
Eligibility for ASN Transport
Eligibility is considered on an individual basis. Decisions are made by assessing:
- Support plans (e.g. IEP, CSP)
- Health, safety, and wellbeing needs
- Suitability of mainstream transport
Important: Mainstream transport must be unsuitable for the pupil to be considered for ASN transport. Midlothian Council's obligations for home-to-school transport are governed by the Education (Scotland) Act 1980. We also comply with the Equality Act 2010 and Education (Additional Support for Learning) (Scotland) Act 2004.
This policy applies to pupils whose ASN relates to medical, physical, social, emotional, behavioural, or educational needs. Our transport policies ensure that all pupils’ rights and dignity are respected while meeting statutory requirements.
