Blue Badge

We are currently processing applications that were received on 6 July 2026. Please do not contact us if your application was submitted after this date.

It can take up to 12 weeks to process an application; from the time we receive all supporting evidence.

Apply online for a Blue Badge

You can also apply using a paper form from your local library.

Who can apply

You can apply if you have a substantial disability that is expected to last for at least 3 years such as you are unable to walk or are registered blind.

A Blue Badge is issued to an individual as a driver or passenger. The badge must only be used when the badge holder is in the vehicle or is being picked up or dropped off. It is illegal for anyone to use a Blue Badge when the badge holder is not present and it may be withdrawn and lead to enforcement action.

If you do not automatically qualify for a Blue Badge, you may be asked to attend an Independent Mobility Assessment by a physiotherapist. We will contact you to arrange an appointment at a local library.

To find out if you qualify, answer some yes/no questions on:

Blue Badge: am I eligible?

Where you can park

Blue badge holders can park closer to their destination by parking in:

  • public on-street parking places,
  • single or double yellow lines during times when loading is allowed
  • some private car parks
  • designated disabled parking bays.

Cost

A Blue Badge costs £20 and is valid for 3 years.

If your application is successful, we will contact you either by email or letter to request payment by credit/debit card. Do not send cash.

Renewing a badge

When your Blue Badge is due to expire, you must apply again with up-to-date information.

Please apply at least 12 weeks before your current Blue Badge runs out.

Review a Blue Badge Decision

If your application has been refused, you can write to us to review the decision within 28 calendar days of the date you were notified of the outcome.

You must provide reasons why you think the decision should be reviewed. Please include any new supporting information from a health care professional not previously considered detailing your disability and any medical conditions that you may have and how this impacts your mobility.

We may ask you to attend a mobility assessment or a further mobility assessment where one has already been carried out.

We will contact you to inform you of the outcome of the review within 28 calendar days of receiving your review request and this will be the final decision on your application.

Your appeal must be in writing and emailed to PTU@midlothian.gov.uk
