Standard licence conditions for premises

It is the duty of the licence holder to comply with the conditions of this Public Entertainment Licence and, in particular, to cooperate with Midlothian Council and other relevant statutory bodies.

Licence conditions

  1. Licence display:
    A copy of the licence must be displayed at the premises at all times and in such a place and at such a height that it might conveniently be read by any person attending at the premises.
  2. Insurance:
    The licence holder shall ensure that they are covered by an adequate policy of Third Party Liability Insurance, to a minimum of £5 million, with a reputable company. An up-to-date certificate shall be displayed at all times in a prominent place on the premises.
  3. Inspection and documentation:
    The licence holder must permit any authorised Official of the Council access to the premises at any reasonable time for the purpose of inspecting and examining the same, and shall produce, upon request, safety certificates or other relevant event, venue or entertainment-related documentation.
  4. Premises maintenance:
    The licence holder shall ensure that the premises are maintained clean and in a good state of repair.
  5. Health and safety:
    A suitable and sufficient assessment of the risks to health and safety of employed persons and persons not in their employment, in connection with their activities, must be carried out and documented. The licence holder shall produce this risk assessment and make it immediately available upon request to inspecting officers of the Local Authority.
  6. General fire precautions:
    A documented fire risk assessment and an evacuation plan should be available and made available to authorised officers of the Local Authority upon request.
  7. Electrical safety:
    All electrical installations at the premises shall comply with current legislation and with the national standards set by the Institute of Electrical Engineers applicable at the time of the installation or any subsequent replacement or renewal.
    The licence holder shall produce an Electrical Installation Condition Report every 5 years (as a minimum) and make it available to inspecting officers upon request.
    The licence holder shall produce electrical testing certificates for all portable electrical appliances and will make them available to inspecting officers upon request.
  8. Gas safety:
    All gas installations and appliances at the premises shall be maintained and inspected for safety at intervals not exceeding 12 months by a suitably qualified and competent Gas Safe registered Engineer.
    The licence holder shall produce a current gas safety certificate and will make it available to inspecting officers upon request.
  9. Notification of changes:
    The licence holder must notify the Licensing Authority in writing within 28 days of any change from the information provided in the original licence application.
