Terms and conditions
The service
These terms and conditions relate to direct debit payments for the garden waste collection service provided by Midlothian Council (hereafter known as ‘the council’) for the kerbside collection of compostable household garden waste presented in a brown / brown-lidded 240 litre wheeled bin.
Setting up a direct debit instruction
- In order to use the direct debit payment service, you must complete and submit a direct debit instruction.
- You will be able to submit a direct debit instruction only during November each year.
- It is your responsibility to ensure that your bank/building society will accept a direct debit instruction for your nominated account.
- Payment can only be made from an account held in one name only.
- You must provide the council with a valid email address to set up a direct debit instruction and to which notification of your due payment will be sent.
- The accuracy of that email address is entirely your responsibility.
- Liability for any due payment will not be dependent on email notification.
- The submission of a direct debit instruction will act as confirmation that you accept these terms and conditions.
Use of your data
We will use the email address you provide to send you:
- Confirmation that your direct debit instruction has been set up.
- Notification that there will be a future payment withdrawn from your account.
- Notification of any annual increase to the cost of the service.
- Any significant service updates.
Registration and payment
- The charge for brown bin collections in 2025 is £42.00 per bin.
- For direct debit payments for kerbside garden waste collections from 2025, registration for payment by direct debit will be available on Friday 1 November and closes on Friday 29 November 2024.
- Payment will be collected from your nominated account on the 1 February or the first banking day thereafter each year.
- You must ensure that there are sufficient cleared funds available in your nominated account to pay the due payment on the collection day.
- If your transaction fails for any reason, you will be notified using your nominated email address. To receive a kerbside garden waste collection service, you will instead need to pay by online card payment.
- If you do not want the service to automatically renew, you must inform your bank to cancel the direct debit 10 business days before payment is expected to renew.
- Payment for the garden waste collection service is non-transferable and will be tied to the property of registration.
Refunds
- There will be no refund once payment has been taken.
- It is your responsibility to ensure all details in your direct debit Instruction are correct.
Change of bank account
- Should you wish to change the bank account being used for direct debit payment, please contact your bank or building society.
Cancellation
- To cancel your direct debit, get in touch with your bank or building society.
- To ensure your direct debit payment is not collected, you must cancel your direct debit 10 business days before payment is due.
Discontinuance of direct debit service
The council cannot guarantee uninterrupted and/or reliable access to the direct debit payment service and makes no guarantees whatsoever as to its operation, availability, functionality, that it will be free of error or disruption or otherwise. The council will provide notice to you regarding permanent discontinuance of service where the circumstances reasonably allow.
